NAPOLCOM orders 60-day timeframe on resolving cases vs. cops

The National Police Commission (NAPOLCOM) ordered the speedy resolution of administrative cases against police officers within 60 working days from the filing of complaints, ensuring faster accountability and justice in the Philippine National Police (PNP).

NAPOLCOM Vice Chairperson and Executive Officer Rafael Vicente Calinisan signed Office Order No. 2025-012 on June 2, 2025, setting a day-specific timeline to streamline the summary dismissal process.

“This is justice with urgency. By setting clear timelines and holding everyone accountable… we ensure that complaints against police officers are resolved promptly—without delay, without injustice,” said Calinisan in a news release on Thursday.

Key points of the new order include:

  • Initial evaluation: within 1 working day
  • Pre-charge investigation: within 2 working days
  • Respondent’s counter-affidavit: 5 working days to file
  • Investigation completion: within 3 working days
  • Investigation report & draft charge: within 5 working days
  • Formal charge issuance: within 1 working day after finding probable cause
  • Hearing officer assignment: within 1 working day
  • Summons: within 2 working days
  • Respondent’s answer: within 7 working days
  • Pre-hearing conference: within 3 working days
  • Position papers: within 7 working days
  • Clarificatory hearing (if needed): within 2 working days
  • Investigation report by hearing officer: within 7 working days
  • Final decision by NAPOLCOM En Banc: within 14 working days

“Our goal is simple but bold: no case shall drag on. We act fast, fair, and fearlessly,” Calinisan emphasized.

The new directive, which takes effect immediately, aims to boost public trust and police morale by ensuring that disciplinary cases are handled with urgency and fairness.

The move is part of NAPOLCOM’s ongoing efforts to uphold professional standards in the PNP, as mandated by Republic Act No. 6975, which established the PNP under the Department of Interior and Local Government, as amended by RA 8551.

The order will remain in force while NAPOLCOM updates its 2016 guidelines on administrative disciplinary rules.
