MMDA flags 3,000+ violators as NCAP resumes in Metro Manila

The Metropolitan Manila Development Authority (MMDA) has apprehended more than 3,000 traffic violators since the reimplementation of the No Contact Apprehension Policy (NCAP) began on Monday, May 26.

The highest number of violations was recorded on the first day with 1,112, followed by 952 on May 27 and 797 on May 28. As of 6 a.m. Thursday, May 29, total apprehensions stood at 3,033.

The MMDA resumed the NCAP after the Supreme Court partially lifted the temporary restraining order issued in August 2022. The policy, agreed upon by the MMDA and the 17 Metro Manila mayors, aims to reduce traffic violations and improve road safety.

MMDA chair Romando Artes said the NCAP has been effective in apprehending violators through CCTV, digital cameras, and handheld devices. Common infractions include illegal turns, disregarding traffic signs, and violations of the number coding scheme.

Other violations cited were illegal parking, speeding, loading or unloading in prohibited areas, and failure to use helmets or seat belts.
