MMDA apprehends over 3,000 traffic violators since Day 1 of NCAP

The Metropolitan Manila Development Authority (MMDA) has apprehended over 3,000 traffic violators since the reimplementation of the No Contact Apprehension Policy (NCAP) in the National Capital Region began on Monday, May 26.

The highest number of violations occurred on the first day, with 1,112 apprehensions. On Tuesday, May 27, there were 952 violators apprehended, and 797 on Wednesday, May 28.

As of 6 a.m. on Thursday, May 29, the total number of apprehensions reached 3,033.

The MMDA resumed the NCAP following a Supreme Court decision that partially lifted the temporary restraining order (TRO) that had been in place since August 30, 2022. 

The NCAP initiative was agreed upon by the MMDA and the 17 mayors of Metro Manila to address erring motorists and improve traffic flow in the metropolis. This agreement was established during the 12th regular meeting of the MMDA and the Metro Manila Council, which serves as the agency’s governing board and policy-making body, in 2018.

MMDA Chairman Romando Artes noted that the NCAP has been effective in capturing illegally parked vehicles and addressing other traffic violations using closed-circuit television cameras, digital cameras, and handheld devices.

Common violations among motorists include illegal turns, disregarding traffic signs, and illegal parking. Additionally, some drivers have been cited for violating the Unified Vehicular Volume Reduction Program (UVVRP), commonly known as the number coding scheme. 

Other frequent violations include riding without a helmet, failing to use seat belts, speeding, and loading or unloading in prohibited zones.
