P10-m bounty placed on suspect in Que-Pabillo murders

The Philippine National Police (PNP) raised the reward for information leading to the arrest of one of the suspects in the killing of Filipino-Chinese steel magnate and businessman Anson Que and his driver, Armanie Pabillo, to P10-million.

PNP spokesperson and Central Luzon director Brigadier Gen. Jean Fajardo said Monday the reward is being offered for the capture of alleged co-mastermind Wenli Gong, a Chinese national also known by the aliases Kelly Tan Lim, Bao Wenli, Axin, and Huang Yanling.

“The reward has been increased to P10 million for anyone who can provide information leading to the swift capture or arrest of alias Kelly,” Fajardo said in a press briefing. The initial reward for the arrest of alias Kelly was P5-million.

Police have named a total of five suspects in the killing of Que and his driver so far, including those already in custody—David Tan Liao, Richardo Austria, and Reymart Catequista—and those still at large, Jonin Lin and Kelly.

Liao and Kelly were the alleged masterminds while Austria, Catequista, and Lin were accomplices, according to Fajardo.

Kelly allegedly encouraged Tan to go to Meycauayan town in Bulacan where they were abducted, and was also the one who managed the transfer of the ransom money into cryptocurrency.

She was arrested in 2024 in connection with a previous kidnapping case, but was temporarily released after posting bail.

Investigations are ongoing against casino and junket operators involved in the P200 million ransom, and two other Chinese nationals in Boracay who may be linked to the crime, the PNP added.
