THE Quezon City Police District (QCPD) chief, along with four other members of the force, were relieved for alleged neglect of duty.
Brig. Gen. Melecio Buslig Jr. was sacked as chief of the Quezon City Police District (QCPD) over the principle of command responsibility for failure to act on a complaint of apparent abuse of authority and physical injury on a female minor.
At a media briefing, Col. Randy Glenn Silvio, Quezon City Police District deputy director for administration, said Maj. Dondon Llapitan, chief of the Criminal Investigation and Detection Unit (CIDU); Lt. Dexter Bernadas, head of the CIDU-warrant section; and SMSgt. Danilo Pacurib, head of the custodial section; have been relieved for enabling a detainee of the QCPD’s female laboratory to spend the Holy Week with her family at a five-star hotel.
Silvio said the inmate, identified only as Bongat, was even accompanied by two police officers in going to the hotel for a reunion with her family.
“Last Friday, the district director (Buslig) received information about the release of a person under police custody (PUPC). We immediately (conducted) a validation and interviewed Major Llapitan,” Silvio said.
“He admitted that there was a PUPC who went out. Right now, we are conducting an investigation and relieved those on duty, along with Major Llapitan,” Silvio added.
On the other hand, the National Capital Region Office relieved Buslig as the QCPD chief over a viral video post of alleged abuses committed by SSgt. Jordan Marzan, assigned to the QCPD-Station 2.
Buslig earned the ire of NCRPO director Maj. Gen. Anthony Aberin for failure to inform him about the incident and his course of action.
The QCPD’s public information office said Buslig was sacked on the ground of command responsibility.
Silvio tentatively took over as acting QCPD director.
The complainant accused Marzan for trespass to dwelling and physical injury was lodged by a family from Barangay Damayang Lagi who charged that the policemen barged into their house and physically assaulted their young daughter.
Marzan, who was under the influence of alcohol at the time, was looking for a certain person who had accused him of involvement in illegal drugs when the incident happened.
Charges of physical injury under the Special Protection of Children Against Abuse, Exploitation and Discrimination Act, and violation of domicile have been filed against Marzan before the Quezon City Prosecutor’s Office.
