‘Abuse of power:’ Baricuatro slams Garcia’s ‘trust funds’ memo

CEBU CITY— Cebu governor-elect Pamela Baricuatro described outgoing governor Gwendolyn Garcia’s memorandum to establish Trust Funds for various provincial programs, as an abuse of power designed to hinder the incoming administration’s ability to serve effectively.

In her June 18 Facebook post, Baricuatro called the action an act of sabotage that undermines the trust placed by the people of Cebu and threatens the fiscal integrity of the province.

“I am deeply disappointed and appalled by the recent actions of the Outgoing Governor, as evidenced by Memorandum No. 36-2025. Her last-minute attempt to manipulate the provincial budget through the creation of trust funds—just weeks before her departure—is not only a blatant disregard for the principles of good governance and democratic transition but also an outright violation of legal and ethical standards,” Baricuatro said. 

She added, such actions are a stark reminder of the need for vigilance against political maneuvers that seek to entrench influence beyond one’s term. Baricuatro said they will review, assess, and, if necessary, revoke any illegal or questionable provisions of this memorandum.  

The incoming governor said her team will also pursue all legal remedies to ensure that the rule of law prevails and that the province’s resources are used transparently and for the benefit of all Cebuanos.   

Baricuatro then called on her fellow officials and stakeholders to uphold the highest standards of integrity, respect the democratic process, and prioritize the welfare of the people over partisan interests.  

The true legacy of leadership is measured by service, humility, and respect for the mandate of the electorate—not by last-minute political maneuvers, she said. 

“To the people of Cebu, rest assured that we will work tirelessly to restore transparency, accountability, and progress. We stand committed to building a province that is resilient, just, and truly for the people. Let this serve as a clear message: We will not be intimidated or divided by attempts to undermine our democratic institutions. Our focus remains on delivering the change Cebu deserves,” Baricuatro added.
