CEBU CITY — Outgoing Cebu Governor Gwendolyn Garcia on Monday issued Memorandum No. 36-2025, directing the Office of the Provincial Treasurer, headed by lawyer Roy Salubre, to create and establish trust funds (TFs) for the province’s various programs.
Citing Section 309(b) of the Local Government Code of 1991, the memorandum was pursuant to existing appropriations, ordinances, and Commission on Audit (COA) regulations for the creation of the TFs to ensure the continuation, preservation, and maintenance of some 13 programs of Cebu.
These include Suroy-Suroy Sugbo, Sugbo Segurado, Sugbo Negosyo, Sugbo Kahanas, Sugbo Patubig for Carmen and Moalboal Waterworks, Sugbo Kuryente for Malapascua, Sugbo Semento, and Sugbo Sentro.
Trust funds were also created for the Tourism for Canyoneering and River Adventure, Cebu Provincial Government lot sales, settlement account for interest on overnight placement, Mactan-Cebu Bridge Management Board (MCBMB), and ongoing projects under the 20-percent development fund.
Additional TFs under Section 6, paragraphs (g) and (h) of the implementing rules and regulations (IRR) of Republic Act 7638 or the “Department of Energy Act of 1992” were also created.
These include TFs for the Development and Livelihood Fund (DLF), as well as Reforestation, Watershed Management, Health and/or Environment Enhancement Fund (RWMHEEF).
Asked to comment on the memorandum, Cebu Provincial Public Information Officer Ruben Licera said that governor-elect Pamela Baricuatro has no reaction so far: “She is just amused.”
