DILG’s KALINISAN program inspires action for cleaner Capiz

ROXAS CITY, CAPIZ — The Department of the Interior and Local Government’s (DILG) Kalinga at Inisyatiba para sa Malinis na Bayan (KALINISAN) sa Bagong Pilipinas program is proving to be more than just a cleanup campaign—it’s becoming a community-driven movement for cleaner, safer, and more sustainable barangays in the province.

Since its rollout earlier this year, the program has gathered momentum through massive participation in barangay-level cleanups.

From January to June 2025, four showcase barangays—Agustin Navarra in Ivisan, Dapdapan in Sapian, Taft in Tapaz, and Agtambi in Dao—joined the nationwide call to action, collecting a total of 1,028.2 kilos of solid waste through organized clean-up drives.

The initiative is anchored on President Ferdinand Marcos Jr.’s vision of a “Bagong Pilipinas” where public health and safety are supported by clean and livable surroundings. The KALINISAN program aims to instill collective accountability, promote environmental discipline, and encourage multi-sectoral partnerships at the grassroots level.

“Our goal is not just to clean up once, but to embed cleanliness and environmental responsibility in the daily routines of every barangay,” DILG Capiz’s focal person for the KALINISAN program Peter John Licuran said.

Leading the campaign was Brgy. Dapdapan, Sapian, where 213 participants collected 440.7 kilos of trash. Meanwhile, Brgy. Agustin Navarra, Ivisan, with 208 residents participating, gathered 255 kilos of waste.

Despite bad weather, Brgy. Agtambi in Dao collected 189.5 kilos, and Brgy. Taft in Tapaz followed with 143 kilos, reflecting the growing commitment of Capizeños to keep their environment clean regardless of the conditions.

A key component of the program is the Barangay at Kalinisan Day (BarKaDa), a weekly activity encouraging every barangay to engage residents and even local businesses in collective clean-up efforts, proper waste segregation, and environmental awareness.

“The KALINISAN Program consolidates the efforts of barangays, LGUs, and civil society to build a strong, clean, and healthy nation starting from the grassroots. This is not just environmental work—it’s nation-building,” Licuran said.

“We are teaching discipline, stewardship, and pride in one’s community,” he added.
