MAP supports guidebook to doing business

The Management Association of the Philippines (MAP) expressed support for the Anti-Red Tape Authority’s (ARTA) step-by-step Regulatory Guidebook, a strategic and practical roadmap to enhance ease of doing business.

Beginning with business registration, the guidebook addresses overlapping mandates across agencies, reflecting a strong push for regulatory coherence and collaboration.

It represents a transformative shift in public service delivery. Its broader objectives include attracting investments, generating jobs, especially in emerging tech sectors, and raising service standards nationwide.

Salient features of the guidebook are the regulatory management system (RMS), anchored in ten key principles: clarity, benefit-cost analysis, stakeholder engagement, a whole-of-government approach, competition, legal and empirical grounding, continuous assessment, coherence, ongoing evaluation, and risk management.

MAP said the permitting for telecom infrastructure has accelerated, regulatory impact assessments (RIA) have improved and platforms like the Philippine Business Regulation Information System (PBRIS) have deepened stakeholder engagement.

Capacity-building initiatives are also gaining ground across all levels of government, while agencies such as the Department of Agriculture (DA) and the Maritime Industry Authority (MARINA) are adopting more inclusive, bottom-up approaches aligned with global standards set by the International Maritime Organization (IMO) and the International Labor Organization (ILO), it said.
