BCDA reopens bidding for P2.5-b ICT projects in New Clark City

The Bases Conversion and Development Authority has re-opened the competitive bidding for the commercialization of passive information and communications technology infrastructure in New Clark City, the Philippines’ emerging smart metropolis, following a failed bidding round in 2024.

In partnership with the Asian Development Bank (ADB), the BCDA is seeking a joint venture partner for the P2.53-billion project, which covers the commercialization, and where necessary, the expansion, repair, and maintenance of passive ICT infrastructure in the city.

“More than providing fast and affordable internet connection to residents and businesses, this project will become pivotal in the smart urban development of New Clark City. This will also help usher the fifth industrial revolution in the country, attracting high-value investments in the digital and high-tech industries and creating demand for highly skilled Filipino workers in these sectors,” said BCDA president and chief executive Joshua Bingcang.

A pre-qualification conference will be held 2pm on June 4, 2025 at the ADB Headquarters in Mandaluyong City.

Interested parties may submit their bids to the BCDA Corporate Office in Taguig City until 12pm of Sept. 4, 2025.

The selection process is being conducted in strict compliance with Republic Act No. 11966, or the Public-Private Partnership (PPP) Code, and its implementing rules and regulations.

BCDA intends to finalize the selection within the year, with the JV agreement expected to be signed by the fourth quarter of 2025.

With an estimated cost of P2.5 billion, the project will adopt the “open access fiber” model, designed to establish a resilient fiber infrastructure and promote a competitive ICT services market for government agencies, enterprises, and residents in New Clark City.

The open access fiber model enables multiple data transmission providers (DTPs) to operate over a shared physical network, reducing infrastructure costs while enhancing service affordability, innovation, and quality.

It will expected to support the city’s smart development goals and e-government services.

Spanning 9,450 hectares, New Clark City is envisioned to be the Philippines’ first smart, sustainable, and future-ready metropolis.

Upon full development, it is projected to house 1.2 million residents and support a workforce of 600,000.
