The Bases Conversion and Development Authority (BCDA) has started the competitive bidding for the redevelopment of the 6,647-square-meter Mile Hi property in Camp John Hay, Baguio City.
BCDA said the winning proponent must commit a minimum investment of P205 million for the restoration, renovation, and redevelopment of the property.
“This strategic redevelopment of Mile Hi underscores our commitment to unlocking the full potential of Camp John Hay. By attracting private sector investment and creating new commercial opportunities, we are not only enhancing the camp’s appeal as a premier destination, but also generating employment and stimulating economic activity for the benefit of the community and the nation,” said BCDA president and chief executive Joshua Bingcang.
Under the proposed plan, the site will be redeveloped into an eco-hostel with upscale retail and dining spaces along Sheridan Drive in Camp John Hay.
The 25-year lease agreement allows for the restoration, renovation, and upgrading of the Mile Hi property into a modern commercial hub while preserving its historical essence and promoting environmental sustainability.
The renovation is projected to attract a significant influx of tourists and further buttress Camp John Hay’s position as a leading leisure destination in the Philippines.
A pre-bid conference is scheduled for May 19, 2025 at the BCDA Corporate Office in Bonifacio Global City, followed by guided site visits on May 21 and May 23, 2025.
Interested proponents must submit requests for clarification by June 6, 2025 with the last bid bulletin to be released on June 13, 2025.
The deadline for submission of eligibility and financial documents is June 19, 2025 at 12:00 noon, with the preliminary examination to take place the same day.
The Mile Hi project is anchored on the BCDA’s strong track record in Camp John Hay, where over P1 billion in investments has been generated since the property’s recovery with key players such as Landco Pacific Corp., a subsidiary of Metro Pacific Investments Corp., managing The John Hay Hotels, and Golfplus Management Inc. and DuckWorld Philippines overseeing John Hay Golf.
Businesses such as Stern Real Estate Development, Amare La Cucina, and Top Taste Trading have also committed investments to the area.
The Mile Hi property was named for its unique elevation, approximately one mile above sea level.
