Scam Watch Pilipinas expresses concern over the Metropolitan Manila Development Authority’s (MMDA) current process of disseminating access to its Traffic Adjudication Division’s NCAP online appeal process solely through QR codes and shortened URLs. While we acknowledge and support the MMDA’s initiative to streamline the appeals process for traffic violations, the exclusive use of QR codes and abbreviated links without disclosing the full, official URL poses significant cybersecurity risks. This approach can inadvertently facilitate phishing attacks, as malicious actors can easily replicate or manipulate QR codes and shortened links to direct unsuspecting users to fraudulent websites designed to harvest personal information or install malware.
To enhance digital safety and protect motorists from potential scams, Scam Watch Pilipinas reiterates the following actions:
1. Full URL Disclosure: The MMDA should prominently display the complete, official URL of its online appeal platform in all communications, ensuring transparency and allowing users to verify the website’s authenticity.
2. Avoid Sole Reliance on QR Codes and Shortened Links: While QR codes and shortened URLs offer convenience, they should not be the sole means of accessing critical services. QR codes are basically links that can be scanned. Providing the full URL alongside these tools empowers users to make informed decisions.
3. Integration with Secure Platforms: We urge the MMDA to consider integrating its online services into the Department of Information and Communications Technology’s (DICT) eGov PH Super App. This centralized platform offers a secure environment for various government services, reducing the risk of phishing and other cyber threats.
4. Public Awareness Campaigns: The MMDA should initiate educational campaigns to inform the public about the potential risks associated with QR codes and shortened URLs, promoting best practices for online safety.
By implementing these measures, the MMDA can significantly reduce the risk of cyber threats and reinforce public trust in its digital services. Scam Watch Pilipinas remains committed to collaborating with government agencies to enhance cybersecurity awareness and protect Filipino citizens from online scams.
For reporting scams or suspicious activities, the public is encouraged to use the eGov PH Super App’s “eReport” feature or contact the National Anti-Scam Hotline via hotline 1326.
