In a bid to sustain optimum leadership performance and operational efficiency, the National Police Commission (Napolcom) has ordered a revamp involving personnel of central and regional offices effective June 23, 2025.
According to Napolcom vice chairman and executive officer Rafael Vicente Calinisan, the reshuffle is aligned with the agency’s “strategic goals of enhancing internal accountability and ensuring that leadership capabilities match evolving institutional demands.”
“This reshuffle reflects our ongoing commitment to performance-based leadership, good governance, and responsive public service,” Calinisan explained, adding that they are placing the “right people in the right roles at the right time because the stakes of public trust and institutional credibility demand nothing less.”
This year’s reassignments covered staff service chiefs (SSCs) and assistant staff service chiefs (ASSCs) at the central office, as well as regional directors (RDs) and assistant regional directors (ARDs) across the country.
In the main office, director Arlene Castro-Co was designated as acting deputy executive director, replacing director Myrna De Persia-Medina who retired on May 28, 2025.
Director Benjamin Florentino is named chief of personnel and administrative service, while director Mialeen Perlas was retained as deputy chief of personnel and administrative service.
Director Mylene Eguilos-Caluya takes over as officer-in-charge of the legal affairs vice Nathaniel Dela Rosa who became her assistant director.
Director Analiya Ancajas was named acting chief of planning and research with lawyer Marigold Alegria-Mendoza as her deputy.
Director Aileen Arcin was designated chief of financial service with Fatima Cruz as second in command.
Director Renato Santos was named head of installations and logistics service in acting capacity, with Rey Arvin Serrano as his assistant.
Also affected by the overhaul were regional directors Romeo David of the National Capital Region, Evangeline Almirante of Region 3, Julieta Rañeses of CALABARZON, Leonora Bartolome of MIMAROPA, Maximo Lasaca of Region 7, Pablito Abad, Jr. of Region 9, . Randy Babao of Region 10, Ma. Teresa Tuburan-Pacudan of Region 11, Ramon Dela Cruz of Region 12, and Owen De Luna of Negros Island Region.
Calinisan underscored that the reassignments of key officials was not merely an administrative procedure, but a deliberate effort to strengthen Napolcom’s capacity to deliver on its mandate of police supervision and discipline.
“We owe it to the public to ensure that every part of our organization is led by individuals who embody competence, commitment, and integrity,” he added.
