DSWD launches e-shuttle services for PWDs upon Marcos order

The Department of Social Welfare and Development (DSWD) rolled out its disability-friendly electric vehicle shuttle services following President Ferdinand “Bongbong” Marcos Jr.’s directive to ensure safe and inclusive spaces for persons with disabilities (PWDs).

“In line with the President’s instruction, we are ensuring that our PWDs have safe and accessible transport options… This is part of our long-term goal to make inclusive mobility a reality for every Filipino,” Gatchalian said during a press briefing on Tuesday.

The DSWD has launched 20 electronic shuttles under its PWD-friendly transport initiative, launched earlier this year.  These vehicles are equipped with wheelchair ramps, spacious interiors, and CCTV cameras to create a secure environment for passengers with disabilities.

Although the current fleet operates primarily as corporate shuttles for PWDs working in Taguig’s Bonifacio Global City (BGC), the agency plans to introduce regular routes beginning with a commercial run in Quezon City.

The e-shuttle initiative is funded through the DSWD’s Sustainable Livelihood Program (SLP), which supports PWD groups by providing capital grants of nearly P2 million. These groups now co-own and operate the shuttles, generating a monthly income of up to P30,000 that is shared among members.

Each SLP Association is composed of 115 members who are all PWDs from 10 local government units (LGUs) in Metro Manila. According to Gatchalian, there are already 20 active associations, benefiting close to 2,000 individuals through transport access and stable livelihoods.

Meanwhile, the DSWD is working with the DOTr to expand the shuttle fleet and broaden route coverage in the coming months. The Social Welfare Secretary likewise told the media that the agency is continuously exploring ways to create more safe spaces and opportunities for persons with disabilities to prevent discrimination and exclusion as directed by the President.
