The Commission on Elections (Comelec) on Tuesday said it will implement a manual voting system for the 2025 Barangay and Sangguniang Kabataan elections (BSKE) later this December 2025.
Under this set up, voters will have to list down the names of their chosen candidates as the poll body released the calendar of activities for the coming village polls.
The Comelec issued Resolution No. 11132, setting the Election Day for BSKE on Monday, December 1, 2025.
Poll chairman George Garcia said the Comelec has already started preparing for the BSKE despite indications that Congress is pushing to move the village polls to October 2026.
House Bill (HB) No. 10344 filed by Camarines Sur Rep. Luis Raymund Villafuerte seeks to move the conduct of the next BSKE from December 1, 2025 to October 26, 2026, and then every three years thereafter.
According to Villafuerte, conducting the next BSKE on its original schedule would mean a shorter term for the incumbent officials, noting that the last BSKE was held in October last year.
Meanwhile, the BSKE poll in December will let voters cast ballots from 7 a.m. to 3 p.m. Counting and canvassing of votes and proclamation of winning candidates will immediately follow after the closing of polls.
Voter registration and applications for membership to the Katipunan ng Kabataan (KK) will start on July 1 to 11, 2025. Other important dates and activities relative to BSKE are listed as follows:
- July 25 — Last day of inspection of voting centers/ polling places
- July 28 — Approval or disapproval of applications for voter registration and membership to the KK. The list of approved and denied applications shall be posted within five days from the decision.
- August 8 — Last day to file request for transfer/change/correction of name/address of voting centers/ polling precincts
- October 1 to October 7 — Filing of certificates of candidacy
- October 27 to December 31 — Election period
- November 20 to November 29 — Campaign period
- November 30 — Eve of Election Day
