GOCC resignations won’t disrupt public services, Palace assures

Malacañang on Thursday sought to allay concerns over possible disruptions in government services following the wave of courtesy resignations from officials of Government-Owned and Controlled Corporations (GOCCs), saying operations will remain stable.

Executive Secretary Lucas Bersamin assured the public that the resignations, submitted as part of a performance review ordered by President Ferdinand “Bongbong” Marcos Jr., would not negatively impact day-to-day functions of the agencies involved.

“There is no appreciable negative impact,” Bersamin said during a media briefing. 

“All these people who offered their courtesy resignations are expected to continue performing their functions, discharging their duties until their replacements have been appointed. And that is expected of all public servants, no one abandons because that is part of the obligation of a public servant,” he added.

The resignations were prompted by a directive from President Marcos to assess leadership and accountability across the bureaucracy, including the heads of GOCCs. Bersamin said nearly all GOCC leaders have complied, with more submissions expected in the coming days.

While a memorandum from the Governance Commission for GOCCs (GCG) initially routed resignations through the Office of the Executive Secretary, Bersamin clarified that only agency heads will be reviewed by Malacañang.

“The GCG is on top of this situation,” he said. 

“And the GOCCs are anyway under an annual term basis, and it is about this time, June, that the GCG reviews the performance of the respective boards of their GOCCs,” he added.

Asked whether the leadership changes could signal policy shifts that might affect private sector partnerships or ongoing joint ventures, Bersamin was categorical.

“No, not at all,” he said. 

“The stability of policies will continue. The policy directions have been issued to these offices by the President and the governing or the supervising cabinet secretaries so there is a clear path for all of them to see, to follow and to traverse,” he added.

The courtesy resignation initiative, part of a wider government performance evaluation, has been described by the Palace as a move to improve efficiency rather than a political purge.

As of now, no major disruptions or policy realignments have been reported, and the administration emphasized its commitment to maintaining continuity in public service delivery during the transition process.
