Drivers turning their cars or changing lanes to give way for ambulances and other emergency vehicles on the road will not be covered by the No Contact Apprehension Policy (NCAP).
The Metropolitan Manila Development Authority made this assurance in response to reports that drivers are reluctant to yield to emergency vehicles, like firetrucks and ambulances, for fear of being caught swerving or turning illegally on the road.
“Motorists should give way to emergency vehicles like ambulances and fire trucks. Vehicles in this situation will not receive a citation ticket,” the MMDA said.
It clarified that vehicles caught violating traffic rules and captured by CCTV cameras will not be automatically ticketed.
“The photos and footage undergo manual review and validation as per the NCAP process,” the MMDA said.
As of 3 p.m. on Wednesday, the agency apprehended a total of 552 motorists on the third day of the NCAP reimplementation. Common violations among motorists included illegal turning, disregarding traffic signs, and illegal parking.
Additionally, some drivers were also cited for violating the Unified Vehicular Volume Reduction Program (UVVRP), commonly known as the number coding scheme. Other frequent violations included riding without a helmet, failing to use seat belts, speeding, and loading or unloading in prohibited zones.
