NCR top cops under probe after surprise inspections

The National Capital Region Police Office (NCRPO) conducted a two-day surprise inspection of five police districts in Metro Manila, discovering in the process multiple issues including unmanned police assistance desks, abandoned posts, and officers playing online games while on duty.

As a result, several police commanders are now under investigation for failing to diligently supervise their respective personnel who were found to have committed the infractions.

The inspection, called “Back-to-Back Surprise Red Teaming Operations,” was organized by NCRPO chief Maj. Gen. Anthony Aberin to check on the presence of duty personnel, operational readiness, and adherence to deployment directives, especially in high-density in areas notably those frequented by foreigners.

“While many police assistance desks (PADs), outposts, and visibility patrols were compliant and properly staffed, we observed a concerning pattern of lapses and violations during the two-day operation,” Aberin said.

He cited instances of unmanned PADs and abandoned posts, as well as violations such as single postings which are clear breaches of deployment protocols.

Additionally, some officers were found using their mobile phones during duty hours, including playing games while there was a noticeable lack of police presence in busy public areas.

Aberin warned that personnel found neglecting their duties will face immediate removal from their posts following due process. Those absent from their posts or misusing their phones while on duty will also undergo investigation.

“We must enhance our crime prevention and resolution efforts. I expect police commanders to be present, aware, and accountable for their personnel. Discipline starts at the top,” he emphasized.

He directed the deployment of junior officers from mobile units to temporarily cover vacated posts, ensuring continuous police visibility while fostering a higher standard of professionalism and vigilance in the service.

The NCRPO chief stressed that these inspections were not a one-time initiative, but would   become a standard part of operational procedures.

“Discipline, accountability, and police visibility are considered essential pillars of the NCRPO’s operational integrity. Let this serve as both a warning and an example: complacency and failures in supervision will incur the strictest penalties. Discipline begins at the top, and accountability must be absolute,” Aberin said.
