CSC revises qualifications to allow high school graduates into gov’t service

The Civil Service Commission (CSC) amended the education requirements for first level positions in the government to allow graduates of the K to 12 Basic Education Program to qualify for government service.

Through CSC Resolution No. 2500229 promulgated on March 6, the updated guidelines revise the existing educational requirements to now formally recognize Junior High School (Grade 10) and Senior High School (Grade 12) graduates under the K to 12 curriculum as eligible for first-level government positions.

First-level positions generally include clerical, trade, craft, custodial, or other sub-professional work in both supervisory and non-supervisory roles.

However, the revised education standards do not apply to positions that require specific higher education degrees or the practice of professions regulated by board laws.

Prospective applicants must also meet the other qualification requirements of the positions, including relevant training, experience, and eligibility for purposes of appointment to said positions.

Furthermore, an appointment in government is “discretionary” on the part of the appointing officer or authority following existing civil service law, rules, and regulations.

These amended qualification standards will take effect 15 days after publication in a newspaper of general circulation or the Official Gazette.

According to the CSC, the policy shift “aims to broaden opportunities for younger Filipinos to join the civil service.”
