A top official of the National Commission of Senior Citizens (NCSC) has been dismissed from government service following findings of serious dishonesty and misconduct, Malacañang confirmed on Friday.
In a 16-page ruling signed by Executive Secretary Lucas Bersamin, Commissioner Reymar Mansilungan was found administratively liable for misrepresenting his academic background and for unauthorized actions beyond his jurisdiction as a regional commissioner.
Miguelito Garcia and Rep. Rodolfo Ordanes filed complaints citing serious dishonesty, gross neglect of duty, grave misconduct, gross insubordination, and conduct prejudicial to the best interest of the service.
A certification from the university registrar later revealed that Mansilungan had no record of enrollment.
Aside from the false academic claims, Mansilungan was also cited for attending events outside of his designated North Luzon jurisdiction, misusing official resources in the process.
He had been appointed specifically to oversee Regions I to III (Ilocos, Cagayan Valley and Central Luzon) and the Cordillera Administrative Region.
Mansilungan defended himself in a letter to the Office of the President, insisting he had completed his journalism degree and arguing that Republic Act No. 11350 did not strictly confine commissioners to their assigned regions.
On the bonus issue, he said he sought to reward staff who had served the NCSC for at least two years before being reclassified as coterminous employees.
But the Palace noted his explanation surfaced only after the allegations became public. “It was made only after the complaints were filed against him.
According to Malacañang, this shows that Mansilungan had no intention to correct the untruthful entries in his résumé until the falsity was discovered,” the decision said.
Regarding the bonuses, it added, “there was a flagrant disregard of established rules and a clear willful intent to violate the law attendant to the act, making him liable for grave misconduct.”
The Palace reiterated its commitment to ensuring all public servants adhere to the highest standards of conduct.
