THE National Police Commission (NAPOLCOM) welcomes Commissioner Rafael Vicente Calinisan as its new vice chairman and executive officer following his designation by President Marcos earlier this month.
“My marching order from President Marcos is to clean the police force and to ensure that the PNP truly serves and protects the people. My commitment is to fulfill this directive to the best of my ability. I will make my one vote count in the Commission. Given everything that we have discovered in the QuadCom, we will make sure that proper reforms will be undertaken and difficult decisions will be made. Kaibigan tayo ng mga pulis, but we will not hesitate to act accordingly,” Calinisan said in a statement.
Under his stewardship, NAPOLCOM is poised to spearhead transformative reforms in the administrative, operational, and disciplinary systems of the Philippine National Police (PNP).
His leadership is expected to uphold swift justice, strengthen institutional accountability, and reinforce integrity within the police service that align with the NAPOLCOM’s mandate to ensure a professional, responsive, and trustworthy PNP.
Calinisan also places strong emphasis on strengthening NAPOLCOM’s organizational capacity to effectively perform its oversight functions. This includes enhancing internal systems and processes, improving personnel capability, and leveraging digital innovations for greater efficiency and transparency.
