Scale insect infestation threatens Negros Island sugar production

An alarming outbreak of Rust-Spotted Scale Insects (RSSI) in the Philippines’ sugar-producing regions prompted the Sugar Regulatory Administration (SRA) to seek emergency powers and inter-agency support to contain the infestation, particularly on Negros Island.

First identified in northern Negros Occidental in late March 2025, the pest has rapidly spread, affecting 424.82 hectares by May 30, up from 87 hectares on May 22.

SRA administrator Pablo Luis Azcona called for strict quarantine protocols on the movement of cane stalks and planting materials.

“RSSI was first observed in Luzon in 2022 and contained in 2024. It’s alarming that it has reached Negros, where 65% of the sugar industry operates,” Azcona said.

“We urge the DA and BPI to prohibit movement of planting materials without proper certification,” he said.

Azcona suspects infected cane points introduced the pest, warning of a severe impact on national sugar supply if the infestation is not controlled.

SRA deputy administrator Ignacio Santillana cited procurement delays as a major hurdle. “We have P1.5 million available for pesticides, but can’t release it due to procurement rules. A policy for emergency purchases is urgently needed,” he said.

About 13 towns and cities in Negros Occidental, along with Mabinay in Negros Oriental and Anilao in Panay, have reported cases. The Victoria’s Milling District, encompassing Victoria, Cadiz, and Manapla, accounts for 219 affected hectares.

The Bureau of Plant Industry (BPI) attempted to block a recent shipment of planting materials from Escalante to Panay but lacked the legal mandate to do so.

While the actual scale of the infestation may be larger due to limited field personnel, the SRA is coordinating with local government agriculturists to verify reports and assist in containment efforts. The Office of the Provincial Agriculturist is also working with Governor Eugenio Jose Lacson for a unified policy response.

Santillana urged farmers in unaffected areas to begin preventive spraying and announced a public forum and farmer orientation scheduled for June 9, 2025.
