Malacañang terminated the service of Jeffrey Ian Dy as Undersecretary of the Department of Information and Communications Technology (DICT) effective immediately, the department said Thursday.
DICT said that in a letter dated March 31, 2025 to DICT Secretary Henry Rhoel Aguda, Executive Secretary Lucas Bersamin informed the newly-appointed secretary that the tenure of Dy as undersecretary of the agency had “expired, effective immediately.”
“Kindly inform Mr. Dy of the above matter, Further, for the continuous and efficient delivery of public services in DICT, you are hereby directed to ensure proper turnover of all matters, documents and information relative to Mr. Dy’s Office,” Bersamin said.
Dy confirmed the termination, although he has not talked to anyone from the Office of the Executive Secretary.
“I don’t know how my tenure has expired since I am holding one of the plantilla positions. Perhaps it is the trust and confidence in me, of the appointing authority that has expired. Not my tenure,” Dy said.
“That said, I look forward to going back to the private sector. I know in my conscience I served this government, and the Filipino people very well,” he said.
“I thank the President for the opportunity to serve,” Dy said.
As DICT undersecretary for infrastructure management, cybersecurity and upskilling, Dy oversees key programs like the National Broadband Program and Free Public Internet Access, driving digital connectivity, security and skill development.
Aguda, in a DICT memorandum, ordered all undersecretaries, assistant secretaries and directors to hand in their courtesy resignations by April 4, 2025 in order to give him a free hand to perform his duties and responsibilities.
All of these officials are also expected to perform their duties and responsibilities until their courtesy resignations are acted upon, Aguda said
President Ferdinand Marcos Jr. appointed Aguda, former president and chief executive of UnionDigital Bank, as the new DICT Secretary, to replace Ivan John Uy who resigned in March.
The Palace said Aguda’s specialty is in “digital transformation, digital banking and financial crimes.”
