ILOILO – Governor Arthur Defensor Jr. organized its own Operation Baklas, a province-wide campaign to clear Iloilo of election-related waste—and turn it into livelihood through Project Alat.
Under Executive Order No. 42, all candidates, political parties, and campaign teams are directed to remove their materials from public spaces within five days of the May 12 elections.
But beyond cleanup, this effort powers Project Alat (Alternatibo sa Plastik), which transforms collected tarpaulins and other materials into bags, wallets, and reusable goods.
Community-based organizations lead the upcycling, providing both income opportunities and an answer to single-use plastic waste.
“Operation Baklas is not just about clearing campaign clutter—it’s about closing the loop,” said Defensor. “Through Project Alat, we turn trash into tools, and waste into work.”
This initiative complements the governor’s flagship Balik-Alat program, which advocates for the return of traditional handwoven baskets and eco-friendly alternatives to plastic.
