PEZA: New investments in Camp John Hay reach P1b

Investments in Camp John Hay have reached P1 billion since the state-run Bases Conversion and Development Authority (BCDA) regained control of the property in January 2025.

BCDA regained control of Camp John Hay following a landmark Supreme Court decision, which allowed the recovery of the 247-hectare leased area from CJH Development Corp.

The BCDA reported that it signed 75 residential and commercial lease agreements in Camp John Hay, amounting to about P1 billion in investments.

“Numbers don’t lie. Reaching the P1-billion mark in only two months proves that Camp John Hay is thriving, with more investors recognizing its potential to become the country’s next ecotourism and investment hub under BCDA’s management,” said BCDA president and chief executive Joshua Bingcang.

New investments are expected to bring significant job opportunities and economic growth to the local community, while also contributing more to the national economy, the agency said.

Among the major investors are Metro Pacific Investments Corp.’s (MPIC) subsidiary Landco Pacific Corp., Stern Real Estate Development Corp., Amare La Cucina, Golfplus Management Inc. (GMI), DuckWorld Philippines and Top Taste Trading Inc.

BCDA said of the 75 contracts signed in two months, 70 are residential lease agreements with local and foreign nationals, including Koreans, while the remaining five are commercial lease agreements.

“Exciting developments are underway, and we expect to close even more contracts in the coming weeks,” Bingcang said.

Visitors and stakeholders lauded the improvements in amenities and services since BCDA took over, with MPIC subsidiary Landco Pacific serving as the interim manager of the John Hay Hotels and the consortium of GMI and DuckWorld PH overseeing the operations of John Hay Golf.

“As we bring economic opportunities to benefit everyone, we remain committed to preserving the vast forested areas and open spaces of Camp John Hay,” Bingcang said.

BCDA said it is also reviewing the comprehensive master plan of the John Hay Special Economic Zone (JHSEZ) to align with the United Nations’ 17 Sustainable Development Goals.

The agency said it is also working with the Baguio City government on improvements to jogging trails, pedestrian lanes, solar street lights and the establishment of a smart transport system.
