Lawyer files motion to clarify ‘NCAP’ before Supreme Court

The Supreme Court (SC) received a Motion for Reconsideration (MR) with Clarification regarding the partial lifting of the Temporary Restraining Order (TRO) resulting to the re-implementation of the Metropolitan Manila Development Authority’s (MMDA) ‘No Contact Apprehension Program’ (NCAP).

In an exclusive interview with Manila Standard on Sunday, lawyer Juman Paa clarified that while it is a consolidated petition, transport groups have yet to file their MR. He filed the Motion on May 29, 2025.

Earlier this week, the MMDA reimplemented the program since its suspension in 2022.
