Ombudsman dismisses Porac Mayor Capil over POGO mess

The Office of the Ombudsman dismissed Porac Mayor Jaime Capil for gross neglect of duty in connection with the raided illegal Philippine offshore gaming operator (POGO) hub Lucky South 99 in the town.

Ombudsman Samuel Martires, in a decision dated April 3, 2025,  approved the dismissal from service of Capil, which includes the “accessory penalties of cancellation of eligibility, forfeiture of retirement benefits and perpetual disqualification for reemployment in government service.”

“If the penalty of dismissal can no longer be imposed due to respondents’ separation from the service, the alternative penalty of fine corresponding to their salary for one year must be imposed payable to the Office of the Ombudsman, and may be deducted from their retirement benefits, accrued leave credits or any receivable from their office. It shall be understood that the accessory penalties attached to the principal penalty of Dismissal shall continue to be imposed,” the Ombudsman said. 

It also ordered the forfeiture of Capil’s retirement benefits. He was also ordered banned perpetually from holding any public office.

The case stemmed from the Department of Interior and Local Government’s filing of an administrative case against him.

Capil and other local officials were previously suspended over accusations that they failed to properly oversee the business permit process and address reports of illegal activities within the POGO.
