Chinese national arrested for illegal practice of medicine

The National Bureau of Investigation (NBI) announced on Friday the arrest of a Chinese National in Pasay City for violating the Medical Act of 1959 in relation to Cybercrime Prevention Act of 2012.

NBI Director Jaime Santiago said the entrapment operation stemmed from information regarding a group of foreign nationals led by Yu Jianxin, also known as Zhang Lin.

Santiago said the suspect “is offering medical services exclusively to Chinese nationals for a fee, without necessary license or permit to operate.” The subject is not a licensed physician/nurse/ or medical technologist.

A verification was made with the Department of Health (DOH), which revealed that the “TAI AN” clinic is not a licensed general clinical laboratory and has no pending application for a license to operate.

Likewise, the Professional Regulation Commission (PRC) revealed through certification that Subject “ZHANG LIN” is not authorized to perform medical procedures in the country.

After online verification with the Food and Drug Administration (FDA), it was also found out that no license was issued to the subject by any drug center, thus, he violated the country’s Medical Act of 1959.

The operatives of NBI-National Capital Region were able to seize the passport and driver’s license of Subject “Zhang Lin”, which revealed that Subject’s real name is Yu Jianxin. 

Also recovered from the clinic were various Chinese medicines and medical equipment.

The arrested Chinese national was presented for inquest proceedings before the Pasay City Prosecutor’s Office.
