The Sandiganbayan found former lawmaker and reelected Muntinlupa Mayor Ruffy Biazon guilty of graft in connection with the alleged misuse of his P2.7-million Priority Development Assistance Fund (PDAF) as the city’s representative back in 2007.
The anti-graft court sentenced Biazon—along with Janet Lim Napoles, Dennis Cunanan, Maria Rosalinda Lacsamana, and Evelyn De Leon—to six to eight years of imprisonment and perpetual disqualification from public office.
They were found guilty of violating Section 3(e) of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act.
However, the Sandiganbayan found Biazon and his co-accused not guilty of malversation.
Prior to the May 30 decision, the same court cleared Biazon of a direct bribery charge in a decision released in February 2023.
His camp has since said they will appeal the ruling.
“Public service should not be derailed by noise or distraction… My commitment to Muntinlupeños stands firm—a city led with compassion, guided by vision, and focused on real solutions,” Biazon said.
His legal team likewise said the verdict does not impact his current position as mayor.
“This is not the end—it’s the beginning of a renewed push for deeper, more inclusive public service,” a senior official from Biazon’s camp said.
