SENATOR Sherwin Gatchalian aims to broaden the application of the Special Education Fund (SEF), as outlined in Senate Bill No. 155, also known as the 21st Century School Boards Act.
“Since procurement issues and limitations on the use of the SEF have been among the reasons for its underutilization, it is crucial that we give LGUs (local government units) the flexibility to use their available resources for their education needs,” Gatchalian said earlier

The legislation intends to empower the LGUs to enhance educational governance and improve the quality of education in the country.
Recent reports from the Commission on Audit revealed that millions allocated for public education in Metro Manila were mismanaged by several LGUs.
