Department of Labor and Employment (DOLE) Secretary Bienvenido Laguesma reaffirms the government’s strong commitment to upholding the Freedom of Association during the launching ceremony of the Joint Memorandum Order No. 1, or the Omnibus Guidelines in the Exercise of Freedom of Association and Civil Liberties, on Aug. 29, 2024 in Quezon City. The guidelines streamline stakeholder functions and responsibilities in implementing programs related to labor and employment education, peace and order, case prosecution and national sovereignty, aligning with their respective mandates.
