Anda town of Pangasinan marks its 164th foundation anniversary with a 12-day Binongey Festival meant to honor its former political and civic leaders—captains, presidentes, kapitans, municipal alcaldes and mayors—among them its first lawyer and youngest mayor David Canta and Don Tomas Canta, a philanthropist who donated lots for a school building, the town hall, and an auditorium, among others.
