Environment Secretary Roy Cimatu (right) makes a surprise visit to Baguio City's aging Sewage Treatment Plant in the presence of City Mayor Benjamin Magalong following the findings by Baguio City's Sanitary Engineers that business establishments in the city discharge raw sewage above the allowed minimum of 12 cubic meters into the City's Sewage lines to be processed at the Baguio Sanitary Camp Sewage Treatment plant facility which is working beyond capacity.
